OPPORTUNITIES FOR GRADUATE STUDY IN THE USA IN 1998
The Government of the United States of America announces THE 1998 EDMUND S. MUSKIE FELLOWSHIP PROGRAM and THE 1998 FREEDOM SUPPORT ACT GRADUATE FELLOWSHIP PROGRAM.
These programs provide financial assistance to a limited number of individuals selected through an open competition for citizens of Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakstan,
Kyrgyzstan, Latvia, Lithuania, Moldova, The Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan to study at the Master's level in the U.S. for one or two years. The Programs
are funded by the United States Information Agency. These Fellowships offer the opportunity to pursue graduate study and the possibility of a professional affiliation in the following fields:
business administration, economics, education administration, journalism and mass communications, law, library and information science, public administration(including public health) and
public policy.
Applicants must:
-
apply for one field of study. Individuals who apply for more than one field of study or who apply for funding from both Edmund S. Muskie and Freedom Support Act Graduate Fellowship Programs
will automatically be disqualified, and neither application will be considered.

lack sources of funding to study at a U.S. institution;
-
be under the age of 40 at the time of application;
-
hold an undergraduate degree (five-year program) with good academic standing by the start of the proposed academic program in the U.S.;

be proficient in written and spoken English at the time of application;
-
be able to demonstrate professional aptitude and leadership potential in their field of specialization;
-
be able to begin study in the United States in summer 1998.
Participation in the Edmund S. Muskie and the Freedom Support Act Graduate Fellowship Programs is contingent upon the ability to receive and maintain a U.S. visa.
The following individuals are not eligible to apply:

spouses of U.S. citizens or citizens of countries other than the 15 participating countries;
-
individuals currently enrolled in academic, training, or research programs outside the participating countries;
-
individuals who have spent four or more consecutive months outside the fifteen participating countries since June 1996. This includes people who have taken part in academic, training,
internship, or research programs lasting four or more consecutive months, as well as individuals who have worked outside the participating nations for four or more consecutive months;
-
individuals who have applied for an immigrant visa or political asylum to any country.
Applications must be in English and must be returned to one of the representational offices or advising centers listed below by October 31, 1997. Late or incomplete applications will not
be considered.
