High-Ranking High Pointers Reunite in Estonia

On September 18, 2007, two High Point residents met in a most unlikely place when U.S. Ambassador to Estonia Dave Phillips literally ran into Louis Quijas, a high-ranking FBI official and former High Point Chief of Police, at an FBI conference in Estonia's capital, Tallinn.

In mid-September, the Estonian Government hosted the annual conference of the European Chapter of FBI National Academy Associates in Tallinn, the first time that the conference has been held in Eastern Europe. Conference speakers included FBI Director Robert S. Mueller and Estonian President Toomas Hendrik Ilves.
