The report was written in March 2002 as the Peace Corps prepared to close its programs in the countries of Lithuania, Latvia, and Estonia, known as the Baltics Post.

The report is intended for two principal audiences. It is for the Host Governments, so they will know what the Peace Corps accomplished in their countries and how the work was carried out. It is also for future researchers who might want to know the "nuts and bolts" of the Peace Corps program: who served, where they were posted, the demographic profile of Volunteers, names of American and Host Country staff, and more.

Aruanne on koostatud 2002. aasta mais, kui Rahukorpus valmistus oma programmi Leedus, Lätis ja Eestis (Rahukorpuses tuntud kui Balti Post) lõpetama.

Aruanne on suunatud kahele lugejaskonnale. Ühest küljest võõrustaja riikide valitsustele, et nad teaksid, mida Rahukorpus neis riikides saavutas. Samuti on see mõeldud tulevastele teadustöötajatele, kes tahaksid tutvuda Rahukorpuse programmi "raudvaraga", inimestega, kes teenisid seal kuhu nad suunati, Vabatahtlike demograafilise profiiliga, Ameerika ja võõrustaja riikide meeskonna ja muu sellisega.
