The U.S. Office of Defense Cooperation (ODC) Estonia is responsible to the U.S. Ambassador and the Commander, U.S. European Command for administering all Security Assistance, Defense Cooperation in Armaments, and certain military-to-military programs in Estonia.
Security Assistance includes Foreign Military Sales of U.S. defense equipment, services, and training and the management of the Foreign Military Financing (FMF) and International Military Education and Training (IMET) grant funding.
Defense Cooperation in Armaments (DCA) includes support for the bilateral Acquisition and Cross-Servicing Agreement, assistance to logistical cooperation programs, and support to U.S. companies seeking to do business in Estonia.
The ODC oversees several military-to-military programs, to include the Joint Contact Team Program and defense environmental cooperation. The Bilateral Affairs Officer within the ODC also plays a key role in the State Partnership Program between the state of Maryland and the Republic of Estonia. ODC Estonia also supports U.S.-funded Humanitarian Assistance and Humanitarian Demining programs.
Within the framework of the Ambassador's Mission Performance Plan and EUCOM's Theater Security Strategy, ODC Estonia supports making Estonia the best possible NATO ally by strengthening our bilateral security relationship, enhancing Estonia's crisis response capacity, and by promoting effective civil-military relations. ODC Estonia's mission also includes supporting American defense industry sales.
