Colonel Maynard Shepherd, United States Military Liaison Team Chief - Estonia has announced that the Estonian Minister of Defense, Mr. Jüri Luik, and the United States Ambassador to Estonia, Melissa Wells, will formally sign the Estonian Country Work Plan for Fiscal Year 2001 in ceremonies at the Grand Hotel Tallinn on October 5, 2000. The ceremony and reception will take place at 4:00 PM in the Eiffel Room of the Grand Hotel Tallinn.

Invited guests include the Chief of the Defense Forces, Rear Admiral Tarmo Kõuts; Kaitseliit Commander, Benno Leesik; Navy Commander, Ahti Priimägi; Air Force Commander, Colonel Theo Krüüner; Rescue Board Commander, Mr. Harry Hein; EDF General Staff members, BG Märt Tiru and LTC Aarne Ermus; and Border Guard Commander, Col Aare Evisalu, and other key members of the Ministry of Defense and Estonian Defense Forces. The United States Defense Attaché, LCDR Patrick McCabe and Security Affairs Officer, LTC John Suprin will also be in attendance along with members of the United States Military Liaison Team. Colonel Ronald Bailey will represent the United States European Command.

The Country Work Plan is the defining document that outlines the military to military engagement activities provided by the United States Military Liaison Team to members of all Estonian Defense Force components. For the next fiscal year, the plan identifies 50 familiarization events provided by the United States European Command through the Military Liaison Team accenting the areas of Stability, Democratization, Military Professionalism, and NATO Interoperability. These events are held either in Estonia or in the United States and each event normally runs 3 to 5 days. Since the beginning of the program in 1993, the United States Military Liaison Team has conducted over 480 familiarization events.
