We are greatly saddened to learn of the Estonian servicemen who lost their lives during September 11 exercises off the Paldiski coast. On behalf of the Government and the people of the United
States, I extend to you our deepest sympathies and sorrow for the loss of some of "Estonia's finest."
In honor of their memory, bravery, and dedication to a free and independent Estonia, let us redouble our efforts to promote Estonia's rightful place as a full partner in building the new
Europe, both through the Baltic Peacekeeping Battalion and other cooperative security partnerships.
