The Humphrey Fellowship is a one year NON-DEGREE program of combined academic and professional development opportunities in the United States. The Fellowship program is meant for mid-level professionals in leadership positions.
Fellowship fields for Estonian applicants:
- Communications/Journalism
- Educational Administration, Planning and Policy
- HIV/AIDS Policy and Prevention
- Human Resource Management
- Law and Human Rights
- Natural Resources, Environmental Policy and Climate Change
- Prevention of Trafficking in Persons and Policy Development and Management for Anti-Trafficking Efforts
- Public Health Policy and Management
- Public Policy Analysis and Public Administration
- Substance Abuse Education, Treatment and Prevention (In cooperation with NIDA)
- Teaching of English as a Foreign Language (Teacher Training or Curriculum Development)
- Urban and Regional Planning
Eligibility requirements for this competitive program:
- Estonian citizenship,
- a completed four-year university program (Bachelor's degree) as a minimum,
- at least FIVE YEARS of progressive professional experience beyond the university degree,
- limited or no prior experience in the United States
- demonstrated leadershiprship qualities
- a record of public service in the community
- and strong English skills (TOEFL scores no lower than 525/paper-based and 195/computer-based test has to be taken before November 2008).

Ineligible candidates include:
- Recent graduates (even if they have significant positions);
- university teachers or academic researchers with no management responsibilities;
individuals who have attended a graduate school in the U.S. for one academic year or more during seven years prior to August 2008;
- individuals with other longer than six months stay in the U.S. during the five years prior to August 2008;
- individuals with dual U.S. citizenship or permanent resident status;
- employees of U.S. Missions abroad who work for the State Department, and their family members.
