The United States Embassy in Estonia is pleased to announce the annual competition for the Hubert H. Humphrey Fellowship Program. This one-year Fellowship program is offered to mid-career professionals who have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a selfdefined program of independent non degree study at a leading U.S. university. The program awards a certificate from the U.S. Government; it is not designed to deliver an advanced degree.
Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector.
Eligible Fields/Sectors for Estonian applicants:
• Communications/journalism
• Economic development
• Educational administration, planning and policy
• Finance and banking
• HIV/AIDS policy and prevention
• Law and human rights
• Natural resources, environmental policy, and climate change
• Public health policy and management
• Public policy analysis and public administration
• Substance abuse education, treatment and prevention (NIDA program)
• Teaching of English as a foreign language
• Technology policy and management
• Trafficking in persons, policy and prevention

Application Process:
Interested applicants must apply to the U.S. Embassy in Tallinn, Estonia. After national selection, final nominations are reviewed in the United States by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board. Awards for the 2010-2011 academic year will be announced in March 2010.
Eligibility Requirements:
To be eligible for a Humphrey Fellowship through the U.S. Embassy in Estonia, applicants must have:
• Estonian citizenship
• A first university degree
• Five years of substantial professional experience
• Demonstrated leadership qualities and a record of public service
• Demonstrated English language ability (TOEFL, scores valid until April 2010, or IELTS)
• Limited prior experience in the U.S.
Ineligible Candidates:
• Recent graduates (even if they have significant positions);
• University teachers or academic researchers with no management responsibilities; individuals who have attended a graduate school in the U.S. for one academic year or more during seven years prior to August 2010;
• Individuals with other longer than six months stay in the U.S. during the five years prior to August 2009;
• Individuals with dual U.S. citizenship or permanent resident status;
• Employees of U.S. Missions abroad who work for the State Department, and their family members.
Terms and Conditions:
The Humphrey Fellowship provides: international travel, tuition and university fees, accident/sickness insurance, monthly maintenance allowance and funding for books and professional activities. The Humphrey Program does not provide financial support for accompanying dependents.
Application Procedure:
Following a technical review, successful candidates will be invited for an interview at the embassy in the second week of September. Successful finalists will be provided with a voucher for iBT TOEFL to be taken in September or October. The Fulbright Scholarship Board in Washington D.C. will announce the selection results for the program in 2010-2011 in March of 2010.

Information about NIDA-Funded Humphrey Fellowships (drug abuse):
The drug abuse component of the field of public health policy and management emphasizes drug abuse education, treatment, and prevention. Fellowships funded by the National Institute on Drug Abuse (NIDA) target more specialized candidates. Appropriate candidates for NIDA-funded Humphrey Fellowships include mid-level researchers, research managers and policy makers in universities, drug abuse prevention or treatment programs, health or social services industries or medical facilities. Candidates preferably should have a doctoral degree or equivalent in medicine, health, behavioral or social science. Professionals employed by social welfare, education or community-based organizations would be appropriate if they meet the general eligibility criteria. Law enforcement candidates are not eligible unless they have a public health focus on drug abuse epidemiology, education, treatment and prevention, and meet the requirements to follow a program based in a school of public health.
